INVITATION FOR CONSULTANCY SERVICES FOR MID TERM REVIEW OF UTPC STRATEGIC PLAN 2016-2020

  1. Introduction

The Union of Tanzania Press Clubs (UTPC) is non-profit organization established in 1996 and registered in 1997. It is an umbrella body of press clubs in Tanzania, whose aim is to create an environment that enables strong, efficient and effective press clubs in Tanzania which eventually contributes towards a democratic and just society.

 

  1. Strategic Plan 2016 - 2020

UTPC is implementing its Strategic Plan 2016 - 2020 which is funded by SIDA. The Development Objective of the Strategic Plan is: Media Promoting democracy and development.

 

  1. Mid Term Review

UTPC is inviting a suitable firm to conduct a Mid Term Review (MTR) of its Strategic Plan 2016 – 2020. The general objective of the MTR is: to take stock of UTPC’s achievements and challenges and envisage the way forward for the remaining period of the Strategic Plan.  

The specific objectives of the MTR are:-

  1. To verify the relevance, effectiveness, efficiency, sustainability and feasibility of Intervention Logic of Strategic Plan through its Outcome Mapping.
  2. Identify the necessary adjustments, if any, to Strategic Plan’s Intervention Logic as per its Outcome Mapping, in consideration with the environment under which the project is operating.
  3. Identify areas which UTPC should pay specific attention in order to achieve the objective of the Strategic Plan, and make any recommendation, that will improve the performance.

  1. Requirements and conditions

The consultants will be required to submit technical and financial proposal on how to conduct the MTR.

The interested consultant must have the following qualities and abilities:

  1. Extensive experience in designing Strategic Plans.
  2. Extensive experience in project monitoring and evaluation.
  3. Familiarity with media industry, media organizations and press clubs in particular.
  4. Ability in conducting discussions and analysing issue clearly.
  5. Excellent computer skills.
  6. Excellent writing and communication skills both in English and Swahili.
  7. The proposed time frame of MTR is six (6) weeks
  8. The proposal must be accompanied by legal documents of the firm to prove its legal existence.
  9. Remuneration for the work shall be based on the technical financial proposal and subsequent negotiation between the parties.
  10. The expression of interest must be submitted through the below address. The closing date to receive the expression of interest accompanied with technical and financial proposal is 31st October 2019 at 2:00 pm.
