Real Estate Regulatory Authority in the offing

Tenants will never see either rental charges go up haphazardly or unscrupulous persons speculate in land / plots again effective 2019, when Land, Housing and Settlements Development Ministry resolves tabling in Parliament a Real Estate Regulatory Authority bill for discussion.

The Ministry’s Deputy Minister, Ms Angelina Mabula gave a handful of local Mwanza – based journalism practitioners the assurance when she was responding to the latter’s questions during a radio discussion programme, popularly known as TUJADILIANE, aired on 27th September, 2017.

Ms Angelina, who became the second ever guest speaker since the UTPC – sponsored programme was officially inaugurated and started hitting Mwanza region’s air waves early last month, hinted that should the aforesaid government plan for the proposed new Real Estate Regulatory Authority law come into force, the majority of low income urban residents will certainly be set free from the bondage of the exploitative landlords and land / plots speculators.

At the inaugural ceremony, held at Belmont Hotel’s conference hall, Mwanza Regional Commissioner, Mr. John Mongellla, speaking in his capacity also as the programme’s first ever guest speaker, simply seized the golden opportunity to unveil a couple of quite ambitious short, intermediate and long – term plans, which he said, would eventually make Mwanza city a truly vibrant and efficient ‘’pulse of Nyanza’’, likened to an Indonesian Metropolis.

For her side, speaking during the 45 – minute question & answer programme in front of 15 – Mwanza region – based radio fms’ representatives,  the Deputy Minister, herself a resident of Mwanza and an MP for Ilemela Constituency, touched on a number of equally touchy, contentious national land issues including  Land Policy, 1995 currently under review.

She clarified that the government, through her Ministry was, indeed, reviewing the said policy, an exercise which involves a multiplicity of such key players as University representatives, lawyers, regions and multi –sectoral experts, solely to enable the obsolete land policy to keep abreast of fast population growth and emerging urbanization – stimulated challenges countrywide.

To that effect, she said, a comprehensive aerial survey work and processing of maps by surveying an area, offers and subsequent title deeds were currently being undertaken as the Fifth – Phase Government’s top priority in 10 – year period, starting with Morogoro region’s districts of Ulanga, Kilombero and Malinyi, where a pilot project, using a digital technology, is well underway.

According to the Deputy Minister’s estimates, out of at least 6,000 title deeds in total planned to be processed and given to prospective land developers for 2017 alone, some 541,000 have already been made available to the rightful ones and that map surveying work can now be accomplished within a month on average as compared to six months in the past.

At such a current pace, she said optimistically, unpleasant incidences of bitter and sometimes deadly land disputes between peasants and pastoralists, trespassing, land encroachments, invasion of road reserves and proliferation of structures fixed in an unsurveyed areas will soon be history.

However, Ms Angelina blamed few greedy, dishonest Land Ministry, Local Government and grass – root officials for the widespread mess, witnessed in the recent past and warned that the government now gets quite set to bring such a rot to an end once and for all saying enough is enough, on the one hand.

According to her, a relatively larger population growth and fast urbanization have also contributed to an increase in land encroachment and flourishing of slams in urban centres, thus surpassing all ill – equipped local town planners’  expectations and capacity to fulfill their surveying obligations.

But on the other, she attributed the current rising wave of land disputes and wrangling across the country to what she termed ignorance, on the part of a larger segment of the population, of laws, policies and principles governing the aforesaid most indispensable resource, land.

Looking somewhat uncomfortable, the Deputy Minister, accompanied by some of Ilemela Municipal Council officials, could not hide her sad mood at all when she strongly challenged the media for not doing enough yet, in terms of raising the general public’s awareness and understanding of the impending catastrophe that can befall humankind should it continue degrading the environment just unabatedly.

She said, by using its untold power and influence, she thought the media also would have rebuked, in the strongest words, all people involved in irresponsible, environmentally – hostile  activities, including putting structures very close to such strictly reserved and inhabitable areas as strategic waterbodies.

The monthly ‘’TUJADILIANE’’  discussion radio programme, which took off the ground last month, is solely aimed at not only bringing together journalism practitioners and people entrusted with leadership responsibilities to exchange ideas and experiences, but also it serves as a forum for the general public to be able to get sensitized to the importance of actively taking part in development endeavours and nation – building spirit.

What does the government have in store for its ill – housed civil servants; was probably among the most interesting questions put to the Deputy Minister, just towards the end of the programme. In her response, she confirmed the existence of the aforesaid problem of which, she said, the government of the day was aware and that strategies for solving it were well under way.

Ms Angelina clarified that, in fact, the government has lately engaged such public enterprises as National Housing Corporation, Tanzania Building Agency, National Social Security Fund and Parastatal Pension Fund to undertake a  major housing construction project that is likely to at least mitigate a shortfall in about three million units of houses across the country.
